A damning report which claims the $1 billion federal parliament building in Canberra is in a state of disrepair has singled out the replacement of ageing chillers as a priority.

The building assessment report by GHD singled out the chillers which use CFC gases (most likely R22) for immediate replacement warning that the building could fail to meet current regulations. R22 is being phased from January 1, 2016.

The building may also contravene the national construction code, Workplace Health and Safety Act and the Disability Discrimination Act.

GHD esimates fixing the problem will cost $330million over the next 10 years and $600 million over 25 years.

The 14-volume report, which has been tabled in parliament, found problems with the lifts, cold-water supply, toilet and sanitary systems, stormwater draining, electricity supply, landscape irrigation system and ageing chillers which still use ozone-depleting gases.

GHD said further investment is also requird to ensure greater safety from fire hazards. Parliament House officially opened in 1988 and cost $1 billion to build. GHD estimates the current value of the building at $2.9 billion.

The assessment was undertaken last year and although the building is structurally sound, GHD has developed a long-term expenditure plan to ensure compliance with modern building standards.

Under the plan, the main priorities for immediate attention during the 2015/16 financial year includes the replacement of the lifts, the installation of security cameras and new chillers as well as preparatory work for new hydraulic systems.

In 2016/17 the focus will be on boiler replacement and electrical systems with plans to completeley replace the main electrical switchboard in 2018/19.

The Presiding Officers of the Senate agree with the report with a spokesperson confirming that steps are being taken to secure funding for a suitable works program.

When contacted by CCN, a spokesperson for GHD said the company did not respond to questions about customers or comment on client reports.
